A fully official publication of the latest errata is contained within the WiF(TM) 1998 Annual. All errata listed in the Annual is applicable to RAW1 (that rules set with copyright date 1996). Only that errata with the little 'hand' symbol applies to RAW2 (that rules set with copyright date 1997). |

| 3. What is meant by the term 'peacekeeper'? I see it all the time on the WiF-list but can't find it in the rules? | |

Peacekeepers is a term of convenience used on the list referring to the capability of a MP to enter a minor country-controlled hex as per the following rule: 19.3, Who Can Enter the Minor. "Your units can enter hexes controlled by a minor country if: - you are at war with it or with the major power that controls it; or - it is conquered by you or another active major power on your side; or - it is aligned with any active major power on your side and the unit entering is an active major power unit; or - it is aligned with a neutral major power on your side and the unit entering is one of that major power's unit; or - it is aligned with any active major power on your side and the minor country unit entering it satisfies the FTC rules (see 18.2)." | 4. What do 'RAW, RAW2, RAW3 and RAW4' mean? | |
| RAW is an acronym referring to 'Rules As Written'. Specifically, 'RAW' refers to the rules in general, and in specific to the 1st printing of the WiF:FE rules copyright 1996. 'RAW2' refers to the 2nd revision of the WiF:FE rules copyright 1997. 'RAW3' refers to the 3rd revision of the rules (minor changes only) which has only been released electronically, dated 14/1/98. 'RAW4' is the latest version of the rules, so far released electronically in draft format, dated 10/31/98. RAW4 will hit the presses soon. | |

Yes. Rule 13.7.3, Mutual peace states: "2 MP at war can agree to come to peace on any terms mutually acceptable." |

| 11. Do 1/2 the TERR get removed from the French force pools or Vichy force pools upon formation of Vichy, or only French units proper? | |
| The TERR are not halved, only French units. | |
| 12. The saving BP rules describe capture of BP in a narrow way which does not make the German assumption of Vichy BP apparent - this came up in a current game where Vichy has 24 BP and the CW player notes the rule is worded that they are captured when moved through. | |
| Since the MP installing the Vichy government gains control of all hexes in MVF upon collapse, any stored BP or oil would become the property of that MP. | |
| 13. Do all territorials from at-start aligned countries/territories start in the force of the MP or can they be removed at the discretion of the controlling MP? | |
| All TERR units that are from minor or territories controlled by a MP at the start of the 1939 scenario are in the forcepool. | |
| 14. Can TERR units enter other minor countries if there is an HQ from the controlling MP in the country (to fulfill FTC requirements)? | |
| No. The rules state that the HQ needs to be from the minor country unit's HOME COUNTRY. By example, Wavell is not from Palestine, so having him in Egypt does NOT allow the Palestinian TERR to enter Egypt. A Palestinian HQ would be required, since they have none, the Palestinian TERR cannot enter Egypt while an unconquered Egypt is aligned to the CW. | |
| 15. Do divisions count as 1/2 a unit for reorg or as a full unit - or more precisely, for exactly which functions do a division count as 1/2 a unit? | |
| Division sized units (DIV & ART) count as a full unit for re-organization purposes. They count as half a unit for combat choice. They require 1/10 of an oil for final re-organization (where applicable), and as 0.5 for garrison purposes (including SS divisons). Divisions also count as a full unit for gearing purposes in production. | |
| 16. Can 1 fly CAP over a hex which cannot possibly be attacked - to get a free rebase? | |
| Yes. A hex need not be a legal target for the opposing air mission in order to be subject to CAP. | |
| 17. Can you trace supply out to sea without an HQ even when using the AMPH rules which would not let a unit land or leave a coastal hex without the HQ? | |
| Yes. Supply can be traced from a coastal hex or via a port. Optional rule 26 does not affect the supply tracing rules. | |

18. Considering the phrase: "Germany must ship the Swedish resources itself. If it doesn't establish the convoy chain, it doesn't get them this turn. "Would an overland route be OK? Germans "must ship" "establish the convoy chain" how can this be done overland. Germans are not Italians so how can Italian CP be used ? |

| An overland route will suffice. Allied CP may be used to ship resources promised in existing trade agreements (be they between MP, or MP and minor countries). | |
| 19. Are CP a strict counter limit? I always seem to run out. | |
| CP are a bit different to other units in that the limit is the sum of the higher value of every unit. You are also allowed to make change for them. Thus you could thus justify removing a '10' and replacing it with 5 x '2's. | |
| 20. Can the printed oil resources be destroyed? | |
| Yes, if you are playing with options 14, Synthetic oil plants and 30, Factory construction and destruction. This is done in exactly the same manner as blue factories (see rules 22.2 and 22.4.11). | |
| 21. I'm having difficulty understanding how many units from minor countries are allowed to leave their home country, how does it work? | |
|
Bascially, rule 19.4 says that as long as there is 1/2 OR MORE of the current on-map land and aircraft units belonging to any given minor country are inside the minor country, you are free to move a unit out. This effectively means that 1/2 + 1, or a fraction of 1 can leave. For example: If a country has 1 unit, 1 unit may leave. If a country has 2 units, 2 may leave. If a country has 3 units, 2 may leave. If a country has 4 units, 3 may leave. If a country has 5 units, 3 may leave. If a country has 6 units, 4 may leave. If a country has 7 units, 4 may leave. And so on.... Naval units and TERR units are not subject to these restrictions. |

| 22. I don't understand how the order for choosing targets in normal surface naval combat works? How are the results implemented simultaneously? Someone must go first, musn't they? | |
|
The rules don't say outright who determines losses first, but the 2 examples (11.5.8 surface combat and 11.5.10 for sub combat) are revealing. In both cases, the stronger side determines its losses first. Therefore, it is logical to assume that either the phasing player determines first or the searching player determines first. The language supports the phasing player a little better. |

| 23. I have the 1998 WiF Annual, but I can't find the rules for renting CP, even though the action appears on the new USE charts. How do I rent CP? | |
|
This rule was accidentally left out when the Annual went to print. Here is the official rule for renting CP: "44. & 45. Rent Convoys ~ During the production step of any turn after 1938, an active major power may rent CP from any neutral minor country. Each major power must roll once for each minor that it wants to rent CP from. This option may only be selected once (not once per side), for each minor country. If major powers from opposite sides both want to rent CP from minor countries this turn, then the side which has the initiative chooses 1st. If more than 1 Axis MP wants to rent CP from the same minor country in the same turn then Germany has the highest priority, then Italy, then Japan, followed by Vichy France. If more than 1 Allied MP wants to rent CP from the same minor country in the same turn then the Commonwealth has the highest priority, then the US, then France or Free France, then Russia followed by China. It costs the major power 1 BP per convoy point rented. A minor can only rent up to 1/2 its CP (see WiF:FE 19.4). Place the rented CP on the Production Circle to arrive as reinforcements in the following turn. From then on, these CP are considered to be owned by the renting major power for all purposes. If the minor country is subsequently aligned to a major power, it only receives the minor country's CP that have not been rented." |

| 24. Are there 'standard' options that people play? | |
|
Options are by their nature a matter of personal taste. Most of the list members seem to play with many of the options. The rule used at WIFCON 97 & WIFCON 98 was that all options had to be agreed by all players, except the following, that were mandatory: Option 13: Emergency HQ supply Option 16: Lend Lease Option 34: Motorized movement rates Option 39: HQ support Option 46: Partisans Option 50: USSR-Japan Compulsory Peace Option 61: Offensive chits |

| 25. What are the most important options? | |
|
Most options add interesting components to the game, like night bombing. However, there are quite a few options that drastically affect the strategy, tactics, and even relative strengths of the players in the game.
